Overriding MA's withdrawal from RGGI

A pact by northeastern states to control greenhouse gases is getting a renewed push in Massachusetts, whose governor rejected the historic plan three months ago because it would raise energy costs. [read the rest]
Senator Pamela Resor has proposed legislation to bring Massachusetts back into the initiative, over Gov. Romney's veto if necessary.

Yes, and Gov. Romney withdrew, though Mayor Menino has signed on to the Mayors Agreement.
I wonder if Romney's withdrawal from RGGI was in any way meant to send a message about a potential stance on Kyoto, given that he seems to be positioning himself for the 2008 presidential race? He used the same basic argument -- economic impact -- that President Bush has used about Kyoto. (But economic impact is sort of the "default" argument for any Executive.)
